The irony is that for many years Bury MBC was dominated by the 'Radcliffe Mafia' as they were known, a group of senior Labour Councillors whose seats were in - Radcliffe.
For some reason, the people of Radcliffe perceive themselves as oppressed by evil Bury. But the town's problems are almost 100% down to economic factors beyond the control of any council, notably the decline of the textile and paper industries that once provided many jobs - albeit low-paid ones. That industry is never going to return, and no amount of inward-looking parochialism will change that.
Come to think of it - it's a metaphor for Brexit Britain.
