I think you're missing the entire point of UEFA.

It exists to ensure that clubs like Real Madrid will have their snouts in the money trough for eternity, while coming down like a ton of bricks on some non-name club from Moldova which is in violation of their "Fair Play" regulations.

Bale's game is all about his pace, his power and his ability to run at the opposition, usually as part of a fast moving breakaway, turning defence into attack. City, certainly under Mancini, simply don't employ this tactic and, as good as Bale is, I can't see Mancini changing his tactical ethos to accomodate him. United, on the other hand, are tailor made to play to Bale's strengths. Bale would be the perfect replacement for either Nani or Valencia.
