UEFA’s Club Financial Control Body investigated Liverpool after the Reds reported losses of £40.5 million ($66 million) for a 10-month period in 2011-12 and £49.8 million ($81.2 million) for the 2012-13 season. UEFA’s FFP rules prohibited clubs from losing £35.4 million ($57.7 million) over the two-year period spanning the 2011-12 and 2012-13 seasons. The Reds spent beyond those levels, but a large chunk of their outlay — around £49.6 million ($80.9 million) was devoted to stadium costs, which falls under UEFA’s “special exemption” category. Would like to see those invoices!

Well you wont see the stadium alterations they supposedly relate to, that's a certainty !
 
It still cant believe they spent a million pounds on fireworks for a celebratory event nobody could attend and was being choreographed for sky. What a thoroughly weird, self indulgent and cringeworthy thing to do. I’d be utterly embarrassed if City had done that

They breached FFP rules twice. In 2013 they escaped punishment by being so shite they didn't qualify for Europe thereby falling outside UEFA's investigation and punishment remit. In 2015 they were on the brink of failing FFP again until they magicked up £50 million in non-existent 'stadium development expenses' from years before for the phantom Stanley Park Project which they used to offset against their FFP losses. They got a free pass from Parry and their other pals in UEFA for that blatant fraud.
