The ONS said 17% in London, but that is nowhere near enough "to let it loose".and you have to remember two of the busiest airports in the world. It clearly reached and spread there first and far quicker than up here in March. Must be approaching 20 percent have had it down there now???
It's already killed thousands in London, your approach would likely kill thousands more, and it's not just London, it's the whole SE region (currently relatively low rates, apart from a few pockets), as millions have to commute 1-2 hours into London on packed public transport, because they have no choice.
