I genuinely think it might have been a bit of both. Given the political consensus about regulation, they’d be naive if they thought charging City would head off regulatory oversight - and with City off the pace at the time maybe it just looked like the right time to do it. They sure didn’t see us having the best season in the history of English football !I realise you're not suggesting that the charges were timed as an attack when City were weak, but City's position at the time of the charges was totally irrelevant.
They were clearly timed in relation to the Govt White Paper discussing an independent regulator for football, which was due just a few days later.

Whatever the final outcome of this shit it certainly backfired on them. It galvanised the whole club into turned around what looked like being a disappointing season into the best in our history. It also lit a fire up the arses of our fans who created some of the best match going atmospheres for years. We're at our best with our backs to the wall and the vultures circling.

Only about 4 per cent of people have Twitter accounts and only a fraction of those are even football fans. They will have to produce a lot more youtube videos to promote their smear campaign against our club.Ffs.
