The market actually sucks to be honest there’s no player you can pick including Rice or Bellingham and say you’d had the ideal target locked down. We’re in a very tricky spot because players we want aren’t on market. That said we can hope someone like Wirtz can be tempted here.

tricky spot but good scouting usually solves issues that if the market is "dry"

Scouting works if you’re tempting players to projects like Brighton or similar, worked for us because we were still in the process of establishing ourselves amongst the elite, but we’re there now. We’re in a position where unless the player is ready made there’s no point in aiming for them. Bar the CFG signings.
