To be fair, this is exactly the kind of player we need. Comfortable inbetween the lines and able to play forwards. It’s like Kovacic and Paqueta cover each other’s flaws perfectly. Paqueta as the 8 next to KDB is infinitely better than shoehorning Kovacic there. Kova needs to be deeper.

His value is what West Ham ask for. Nothing to do with whether he is worth that or not. Of course they will ask a high amount if they don't want to lose him

I was more thinking from the City perspective what has he done to consider paying the fee being mentioned.
