Restrictions were on both. We could only name 16 non association grown in our CL squad last season.

You're probably thinking of Clichy. Sagna joined Arsenal at 24.

Home Grown players are:

Hart, Wright, Clichy, Delph. (all association trained)

Sterling is u21.

He didn't join Arsenal until he was around 24 so doesn't have the three years at an English club before the age of 21 which is required to meet the homegrown criteria.
