Did Yaya and Bony have holidays after AFCON? No, because it's during the season. Think the same applies to the olympics.

After listening to Soriano, I don't think he gave a specific #. He was just saying in general, you need to replenish with 4-5 players every season to stay competitive. This does not mean he'd definitely be signing 5. It could be more or even less. Unlikely less.
Anyway we are at 3 now, with Sane, and Stones the most likely to get us to 5. Hopefully Peres makes it 6. I think we'll probably hold the line there, barring unforseen an opportunity to get a superstar like Kroos, Thiago, Pogba or Suarez.
