They need:
A goalkeeper - Mignolet and Stekelenburg have both moved to PL clubs. Given would be available I'm sure.
A good centre back for cover - Kolo Toure would have been perfect. I'm sure we'd have sent Rekik or Boyata there on loan.
A top quality defensive midfielder - Tiote rather than Cabaye
A top quality striker to replace RVP - Soldado, Negredo, Osvaldo were all available as is Rooney for the right price.

Not a great situation to be in with their injuries and squad weaknesses, perhaps it could be that Arsenal's board were lying and they haven't got the funds to buy the top players.

Arsenal look like they are imploding. The fans are against them and they look weak. They need a top CB, a defensive midfielder and a striker. They have decent players and a lot of creativity. They should have spent money on Suarez/Soldado/Higuain, someone who would bag them goals. Rooney will never go to Arsenal, they don't look like they will win the league for a long time. They might have a decent bunch of young players, but they are a decent bunch that have never won anything. Aside from their Champions League results they have disappointed in the last few seasons. Im sure their supporters would prefer to win a trophy than simply just qualify for the top 4. I would put Spurs and Liverpool ahead of them in terms of quality. If they fail to beat Fenerbahce and I really can see them struggling, Wenger surely will be out, this year they claimed to have money. Is it him that is not spending it? It is obvious they need to supplement what is at the club with a few older and wiser players.

There are probably fewer experiences that are more intoxicating as a football manager than buying someone for relative peanuts and overseeing their development into a truly prodigious player. Whether it be due to your coaching, your ability to spot latent talent, or more likely, a combination of the two, it serves as the ultimate vindication of your professional powers. One only need to look to Hughes' dual "get out of jail cards" of Zabaleta and Kompany to see the force that these purchases have to capture the goodwill of press and supporters alike.

I think this is part of the problem for Wenger. During the early part of his tenure he made a number of purchases which seemed to point to his managerial genius: Henri, Vieira and Anelka are all examples of players whose value increased substantially under his care and it must have felt, for him, incredible. A long-shot in a horse race based on skill and judgement is always going to feel palpably better than backing a widely tipped favourite. Lauded by the media and supporters alike he must have felt, at times, invincible.

The problem for him and Arsenal is that the landscape has changed immeasurably in the intervening period. Wenger no longer has any real competitive advantage when it comes to scouting, as he previously enjoyed. The competition has become better and more sophisticated to meet that challenge. This problem is compounded by Wenger's seeming unwillingness or inability to adapt accordingly. Rather than accept, like so much else in the last decade away from the world of football, that the arena is a wholly different one, he seems consumed by his self-indulgent addiction towards uncovering talent. Talent that isn't so readily available any more.

The small time way that he and Arsenal have handled this transfer window merely serves to underline this view.
