Potter would be absolutely bonkers to leave Brighton for Chelsea. Presumably despite there being a £12m buyout clause, Bloom will ask for £40m as he is such a great negotiator otherwise Potter will stay.
He can't ask for more than the buyout clause. That is the whole point of having a buyout clause to avoid a scenario where an owner hold outs for a certain amount of compensation.

Seems like the owner doesn’t understand football and he thought the investment would just provide instant results.

Has he even worked out what coach would the current squad would suit playing under before he goes and gets one? Has he even thought that some coaches won’t want to work with the squad that’s there?

They won’t be spending what they did this window every window so a new manager will almost be made to work with the squad he has for a while because all of this window’s spending will be spread over three years’ worth of accounts.
 
Potter will have it all to prove. It's a very different job when the expectations are to win the big prizes. He didn't respond well when Brighton fans got testy last year during a run of bad results and I remember a profile written by someone that left me with the impression he doesn't exactly have that killer instinct.
