Your completely missing the point. For this to be a success it also needs to be a social life. If City introduced safe standing do you thing everybody would turn up on their own? Or come as a group to sing. We would all stand together, having a laugh.
Have you not listened to any advice given to you? NorthernBoy for example explained that ultras aren't just about football, they stick together throughout life. You also need to draw potential members in.
You personally are out of your depth. I really hope you don't represent The Citizens as their intentions are good. Unfortunately going the wrong way about it.

There's only so much the blue alliance can do before they end up looking like a firm picking up shithouse tag alongs who are only after violence that gives everyone else a bad name. I know blue alliance aren't at all, but to an untrained Eye they will, and the club will think the same and they're way too sensitive about that as it is.
So what is needed is a compromise, the cheese the club likes and thinks is acceptable, but with an ulterior motive of uniting the fans to being vocal. At the end of the day, we are supporting our own players so why should we give a fuck about what anyone else thinks. I'm more embarrassed by silence than I am by something others may find cringeworthy.
Whatever though, this will probably be looked over by people blinded by nostalgia and that the English way is the best way. We used to be looked up to by everyone as the way to support our team, but not we are considered the worst. Something must be done before watching football is put in the same category as going to the theatre. People may go to the match to watch city, but many others go to support city.

Watched Celtic against Barca on Wednesday and the atmosphere was fantastic, didnt notice any ultras or any one person leading it was just all the fans getting together and singing as one supporting their team.
Not a fan of Celtic but admired the way they got behind the team.
Problem at City is the ground waits for either the singing section or Southe Stand to start a chant/song or for something to happen on the pitch.
The crowd can change what happens on the pitch by intimidating the other team and rousing our players.
