Wasn't that Halsey, who was told to alter his match report to say he hadn't seen an incident involving Aguero, meaning the disciplinary panel could retrospectively ban him for an important upcoming fixture?

Yep. Halsey retired in 2013. The Aguero incident was 2016. People are getting confused because Halsey spoke out following the Aguero incident and are thinking he was the ref for that one when he wasn't.
