I think the state of play is that all 3 of us have met his terms. Unfortunately, I also think that the timing of this, plus his recent comments on position and playing time, mean he's London bound.
Personally I think he's do well under Mancini - playing 3/4 positions in a game makes you harder to keep quiet (imagine if Gio could have done that - left wing, right wing, second striker) and rotation, ok no player likes it but it does keep you fresher and hopefully more likely to have a better season overall. Plus, the best performers get rotated the least, look at Yaya and VK.
But Chelsea are more desperate for new blood, and he may take that as a sign to go there. I hope I'm wrong. Vinny could be key for us here, being a fellow Belgian. OK, Chelsea have Lukaku but he's not a regular, not the bets example on developing a player, for a young Belgian, surely?
In a way, if he goes to the rags it could benefit us in the long run. I can't see them spending like mad, and this could be our chance to push up the price and use up their limited budget, before other opportunities in the market have a chance to develop. Then, when the likes of Dani Alves or Modric or Bale say they want to move, the rags are already out of the running.
