There's no way H&S will allow safe standing on the middle or upper levels, as the chances of some celebrating pissed idiot falling over the edge is too high.

A pissed idiot on front of level 3 jumping from his seat to celebrate a goal is yet to fall over the front.....is it ten years now

You could actually argue that the barriers used in rail seating areas, would make the chance of some 'pissed idiot' falling reduce significantly. Currently, there are waist height barriers, no rails to prevent fans from behind falling forward (potentially leading to a crush/build up at the bottom of level 3 (I've seen this happen in CBL3 when Aguero scored). The chest height rails would make it harder to accidentally fall.

As far as I know, the away fans stand in level 3 and I'm yet to see any plummet so far!

The operator of the Manchester Arena has spoken out against proposals for a 20,000-capacity venue as part of the regeneration of Eastlands, stating "it is just not possible" for the city to support two arenas.

Sharkey, executive vice-president of SMG Europe,.

He said that a £300m venue was on the cards, “and they will have to charge a fortune for tickets to make that back”.

Sharkey argued that despite the council’s insistence to the contrary, “the Eastlands arena is already a done deal”, with an operator lined up and an architect employed to work up designs.

Talk about Project Fear, saying the city will turn to tumbleweed! Manchester is one of the fastest growing cities in Europe. There is plenty of scope for a new arena with world-class facilities, especially if it's designed in a way to cater for smaller events as well. Public transport links definitely need improving though.
