Asking the question.
Bar possible issues with the roof, which could probably be overcome, is there any reason why City and their architects can’t retain level 1, keep it open, and build from the back of Level 1 after removing(demolishing level 2), and creating a single tier similar to the one at Spurs?
I appreciate people are saying a single tier isn’t happening, but it could be done, couldn’t it?
Note: What looks like level one across the bottom levels, just infront of the entrnces/exits, seamlessly expands into the upper levels.
The side stand, level - 3, ends like the ES and CBS - level 3.

Regardless of what City decide to do, the roof will have to be removed, realigned, and put back, just like it was when the SS was expanded.
