I like him, always have and he's very much a City type player. If he could be got for a reasonable fee (which with Everton, isn't particularly likely) and he was willing to play a rotation role, then he'd be a great signing. One of the very few HG players who is actually at the technical level required to play for us. Home grown doesn't mean English it means British. Anyone who trained at a team in the UK and NI qualifies.
I don't think that's true, Scotland are a completely seperate nation as far as FIFA are concerned and neither McGeady or Naismith count as homegrown
 
Why are we so desperate for home grown players? So many better foreign players out there for cheaper

Correct, the reason he is home grown is that the Pl allow the the whole season in which a player turns 21 to count towards the 3 full seasons before 21 rule. Not sure if this is the same in the CL .
Yes the CL rules do allow the season in which a player turns 21 to count.

An “association-trained player” is a player who, between the age of 15 (or the start of the season during which the player turns 15) and 21 (or the end of the season during which the player turns 21), and irrespective of his nationality and age, has been registered with a club or with other clubs affiliated to the same association as that of his current club for a period, continuous or not, of three entire seasons or of 36 months.
 
20mil for him is ludacrous. I know it's not my money but let Spurs buy him. He doesn't scream CL winner does he? And after all that's our aim
