I'm the most pessimistic City fan walking the planet, but Jesus christ that's a load of shite. We lack the appetite to use our finical power? Just because you have the most money doesn't mean you have to spend the most money! We all love a shiny new toy, but apart from Bellingham and maybe Nkunku who has moved this summer who you look at and think they 100% improve us? When we have wanted use our financial power we have, Haaland, Grealish, Ederson etc. We may or may not get this lad, but it certainly won't be from a lack of financial ambition!
The only point I'd pick at there is Haaland - we didn't really have to use financial power there.
The rest is spot on - we spend wisely, unlike a certain London club that spunks cash all over the place with no apparent plan (that's not Arsenal btw ;) )
 
Those who are expecting us to announce if we pull out of the deal are not being realistic. We are not in a race for his signing this summer, we are not up against any other team apart from RB his current team. We don’t need to announce we are pulling out. They are upset with how the deal has been handled and have basically put the deal back at square one as they hold the cards.

RB wanted LCB Lukeba from Lyon to replace Gvardiol as Lyon have basically been told they need to sell this summer. They made an offer that fell short. Lyon despite needing to sell are still holding on to players, Lukeba, Cherki, Barcola. CFG signed Lyon’s other LCB Ndiaye and sent him to Troyes. This has made signing Lukeba a little bit more difficult for RB. Three clubs are also interested in Barcola. City to replace Mahrez, PSG who have made an offer but Lyon do not want him to go to PSG although the player is keen, and RB were also interested in him, I think now they have Xavi Simons from PSG the need for Barcola is lessened.

I believe another club has been in contact with RB and verbally agreed to pay the buyout clause next year and asked RB not to sell him this summer and since that suits RB the signing has been stopped, whilst they reevaluate. They know there will still be a strong market for Gvardiol next summer and they never wanted to sell him this summer in the first place.

City can still do a deal for Gvardiol but basically no negotiations, all on RB terms.

1. Potentially another club has intercepted the deal by indicating they will pay the clause next year, when they need a CB. Suits RB.
2. City and CFG appear to have hindered some deals that RB wanted to do with Lyon. RB don’t need Lukeba anymore they have Gvardiol.

Why is it so important to announce when we pull out?

Rice and Bellingham we were up against other clubs. In this situation with Gvardiol no requirement. Late in the transfer window City can keep their options open for a deal should they wish it.

They don’t need to, they have left the door open to City to pay up as per their requests. Ball in City’s court. They still have Gvardiol who has indicated he wants to play for City.
