Wasn't IDF shooting children in Jenin breaking the truce?

One of the old TV programmes about Israel's previous attack on Jenin (similar disproportionate destruction) had one early Hamas guy justifying suicide bombings by saying (I paraphrase) "they're going to kill us all anyway".
