Those I’ve mentioned may not be in a position to take advantage at the moment but the Premier League couldn’t attract top players when it started but through good governance and financial planning it became the behemoth it is today.
Lots of other clubs/leagues will be pissing their sides at the PL self imploding.

How does the bottom clubs buying better players make the league worse? Particularly given how the financial strength of the bottom half of the table is the most cited reason for the PL’s success.

Since the takeover of City by Sheikh Mansour in 2008 it's been clear to me and many other Blues I've discussed this with, that there have been two main drivers of the attack on City's successes in recent years:
* First, the malign, all-pervasive influence of American owners of Premier League clubs
and
*Second, the equally malign, all-pervasive influence of European clubs/administrators in seeking to obstruct City.. but also and at the same time, this has seen Euro Leagues jealous of the cash generated by the PL, attacking the very success of the English club game.
But of course, this latter reality gets lost in the narrative 'Let's all bash City..', especially when it comes to media (so-called) analysis of it all.
To me, it's as clear as the nose on Jimmy 'Schnozzle' Durante what the enemies of our club have been up to in attacking us. And what the European teams also would like to do to undermine our league's status as the best competition on the planet.
So now the herberts at the PL and various self-entitled clubs decide to do the work for the Euro clubs/leagues and begin shooting themselves in the foot.. you really couldn't make this nonsense up.

So if you’re a top 6 side you can either accept your maximum budget is £500mish forever, or you can grow the PL central revenues, rework the central payments structure, make sure the other 14 get their slice of the shared commercial money, and keep growing and spending more and more like they are now.
This isn’t about capping the top clubs spending, it’s about stopping the gap between the richest and poorest growing.
The only way it can ever hinder someone is if the top 6 owners keep trying to take all the money in every new deal. As long as they keep revenue shared the way they are now, the cap will always be above what everyone is spending anyway.

Yeah that ain't going to happen - if the PL truely want to stop clubs from self destructing financially then that's the 1 rule that has to stay.
It's no good saying to the bottom clubs they can spend 5x times the TV revenue of basically their own TV revenue without some safety net.
The constant rules and changes around FFP / Finance etc are getting tedious now - it's over the top interference from the PL and ruining football for most fans... instead of checking the forums and gossip columns for snippets of who we are signing in the summer we are now getting out calculators and trying to work out who we can afford... It's BS.
Why not scrap the spending caps altogether and if the PL want to help out lower teams then why not mandate that 50% of non domestic cup revenue get's split amongst the teams not in Europe?
