Israel is responsible for civil affairs AND security in 74% of the West Bank. The PNA has civil affairs for 23% of the West Bank and joint security (in theory - not where Israeli citizens are concerned where Israel takes the lead) with Israel. The PNA has control over only 3% of the West Bank in both civil affairs and security, which, de facto makes Israel responsible for 97% of the West Bank when it concerns Israelis or Jews. I believe however the kidnappings happened in a 74% area (Area C) which would make it solely the responsibility of the Israelis anyway and indeed they investigated thoroughly. Over 1,200 homes, businesses and refugee camps searched and 350 arrests.
