Debt never came into FFP, everyone knows it was all a farce drawn up by The Rags Confederation of Europe (Trafford Rags, Bavarian Rags, Madrid Rags etc.) to stave off new money. It was all about "not spending beyond your means" which is farcical in itself as it completely fails to acknowledge debt. Their income vs. expenditure allows them to spend that much under the rules of FFP, but I'm not even sure EUFA care for FFP now as they completely failed in their aims.
