Not read it but I'd hazard a guess that the "only two possible conclusions..." are that either we're guilty and getting a transfer ban or we're innocent and are continuing as normal. They could have titles stripped from the years when they were breaking financial rules, and it felt like they were finally going to be stopped in their tracks after years of appearing to manipulate the system.

The net spend trophy is the big one we really needed to win by now. Unfortunately, whenever we look like winning it, they change the facts and figures so we don't. Seems like the key is to reduce some clubs spending by not including add-ons or using a very generous exchange rate, whilst then inflating the add-ons, changing the currency and making shit up when it comes to City.
You're also not allowed to include prize money and must believe City play in front of 3,000 people each week and haven't won anything.
Oh and academy sales don't count. Unless they're from a club that isn't City.
