Life isn't perfect. Presumably, he would say the reply says nothing. Or perhaps he mistook Mark for someone he knows well. Don't overthink it.But if - as you agreed - it is not normal, or even permitted, etiquette for a KC to respond to a random member of the public regarding the status of a case - why would someone of his status & importance to our club, send that reply to a city fan?
