Yes, I think it is unusual but it has happened.

But if - as you agreed - it is not normal, or even permitted, etiquette for a KC to respond to a random member of the public regarding the status of a case - why would someone of his status & importance to our club, send that reply to a city fan?

It all makes no sense.

Life isn't perfect. Presumably, he would say the reply says nothing. Or perhaps he mistook Mark for someone he knows well. Don't overthink it.
