Because the parties may have some input as to when it gets publicly released.I don't get why there's this general view that the panel, who are not affected by the football calendar, would sit on a report and wait to send it out during an international break?

The panel was commissioned and paid for by the PL. Both parties will have input into when it is released publically. It is not a criminal trial. Both parties will have to co-ordinate the comms. There are a huge number of stakeholders involved, some of whom are impacted by stock market reaction for starters.Because the parties may have some input as to when it gets publicly released.
