To cuff the guy on the floor meant turning his back on the other who was fully active. To cuff him would have meant going in close risking being grabbed either by him or from behind. Not making anything of them being women just that they were no longer viable backup.The guy on the floor was face down, no weapons and a simp!e putting the cuffs on him was all that was needed
Too much is made of the women officers , they are put through the same training as the men , they are not needing the boys to stick up for them !

Still didnt answer my qustion , i will save time here and say i live with a brain injury after a bad car accident , i was a trauma nurse for twenty years and kicks and stamps to the head can be mild or major.
