The referee shapes as if he's going to blow the whistle, but doesn't. He then holds his arm out in front of him, angled upwards. You'll be hard pressed to find any football fan that wouldn't consider that a "play on" gesture.

Plus the fact he starts running in the direction of play ie he’s happy to carry on with the game

That’s the rules and signals for a ref to do there’s no aiming involved

You can see that he is going to blow but sees Haaland stay on his feet so doesn’t (he starts running to keep up with play). When the ball is played through he blows when Jack is one on one… where we his hands are are of no significance… game is only stopped when the whistle is blown and that was about 5 seconds after the foul… which is awful refereeing. If he wasn’t going to play advantage: why did it take so long to blow and why did he start running to keep up with play? Either awful refereeing OR corruption
