I'd guess that there's a level of support high up within the club that would like to see away fans moved to level 3, thus allowing the lower tier to be full of City fans, which would give the team a psychological advantage during matches.
Cast your mind back to 2 games in particular last season. Arsenal and United. Both late goals came at the end where the away fans are, and their players ran over and celebrated in front of the away fans. In essence in front of our vocal support.
Cast your mind back to the FA Cup derby at the Etihad. 6000 United fans filling the South Stand. They same with other teams in the FA Cup. Not good.
Another occasion was Dortmund at home in the CL. Let's give their fans some credit for signing non-stop for 90 minutes. Putting that aside, that kind of vocal support at pitch level inspires opposing players/teams. Up in the Gods it's less effective.
That kind of momentum/inspiration can't be given to away teams. That's my take on it. I think City will move the away fans to one of the 3rd tiers.

Problem with Operation One End experiments is that the area that opens up when you move away fans does NOT get filled with people who are singers, but ANYONE AND EVERYONE WHO USUALLY CAN'T GET A DECENT TICKET!!
What the club needs to do is say "from the start of the 201X Season, blocks A thru Z are designated 'singing sections' where we hope to be able to have a safe standing zone in the near future (or just announce it will be safe standing) for our most vocal supporters to improve the atmosphere. As part of this plan, only those people who feel able to enjoy a standing and singing section should purchase tickets in these blocks. First choice will go to Seasoncard holders in the current 'singing sections' of Blocks _______, and then will be available to other seasoncard holders who want to relocate to those singing blocks. In turn, this will also open up new opportunities for fans who want to relocate from their current locations to others within the Stadium.
When this process takes place, the new away sections will be Blocks _______, with additional away fan space needed for Cup games and Champions Lge games, so fans in Blocks _______, will be UNABLE to join the Cup Schemes in their regular seasoncard locations, but will be the first accommodated in other areas of the Stadium for these games."
