I've seen Pep do his eulogies previously, this was something exactly as he did with Bonucci & Kroos, 2 players Pep badly wanted but couldn't get.
Samir just needs a manager who's badder than he is to keep him in line. If Pep has done this with Yaya, trust me he can do it with Nasri. If Nasri were to come out with a grovelling statement saying he needed to go on loan last year to sort his head out, but by doing so it also made him realise what was important to him, and that was being a part of City's squad, that would show willing on his behalf. The club haven't asked him to do so, so he needs to come out and say this himself as part of his redemption.
I've always loved Nasri as a player and believe he can easily surpass what he's achieved with us previously primarily because Pep will stand for no shit from him. This I believe is all Pep needs to be certain of, because his ability is not in doubt.
