As I understand it, the students coming here on visas pay for their education and in effect help subsidise the cost of HE for UK students. I presume this is why successive governments have allowed/encouraged them. In effect, the country makes a profit out of them. The universities are in such a dire financial state that the whole shebang might collapse without the foreign students.
Some do overstay their visas, but no one can be arsed doing anything about that as it involves work for the authorities. As this country chooses not to have ID cards, it makes it very difficult to police who has and hasn't a right to be here. Having bad English might imply a person has no right to be here, but it doesn't prove it. (Many natives have bad English, especially bad written English.)
It's like trying to enforce traffic laws without vehicle number plates or registration, but no one can be bothered to do anything about it. It's easier just to moan and blame foreigners or the EU.
