Surely this is all just a means to getting more out of UEFA in light of the new CL format announcement tomorrow? That seems to be how the breakaway threat is always used. Is this any different?

I think it is different this time. Ordinarily the big clubs do the blackmailing behind closed doors to get their way. This is very public and I doubt City would risk the reputational damage just to gain financial leverage. If mere financial leverage is the aim then we won't go through with it, but it means that we can never attempt it again if we want leverage in future.
