Shift work, getting in from outside London, you know the low paid cleaners etc who work in the NHS and many other industries , £12 an hour, so your first hour is to pay to get into work now, if your going off and not back in your last night shift will cost you £25 return, so first two hours of your shift have to pay for you to get in and out.

Or take the bus or train?

If they are that poor I'm sceptical they'll be able to afford South East Housing and all the costs of running a car.

Why you saying NHS any cleaning job is low paid or are you just been a troll, shop worker in a garage will be on minimum wage in London, waitress in London minimum wage, loads of jobs on minimum wage, fuck knows how they survive but they do this will make it harder.

No an NHS cleaner on £12 is not a minimum wage job.

It's a low paid job but it isn't minimum wage.

UK Minimum wage is £10.42.

Most of the people you are talking about don't have cars. It would be unaffordable for them to have both a car and housing within the M25 or just outside it.

Yes. I've gone from Leicester Square to Uxbridge after midnight and only the last point did we get an Uber, but buses were still running.

So what time are people finishing shifts ?

Buses regularly run through the night in London.

You'd be picking up a lot of cars that are rarely driven, or aren't driven anywhere near areas with high levels of pollution. Staggering it in the way you suggest would also slow things down a lot - which makes sense if it's the whole country, but it's better to target the areas in most need.

Cars which wouldn't pass the ULEZ criteria might drop in value after August, but they'll still be worth buying for people in most other areas of the UK. If we have a countrywide scheme, then you're going to need a huge scrappage scheme, as some of those diesels will be viable drives for a couple of decades in low pollution areas.

There will be plenty of people with cars on low wages. There will even be people that have to use their vehicles on crap wages like carers !

In a few years they are banning the sale of fossil fuel vehicles anyway, and the whole country is supposed to be 'goi g green'.

What about running the systems, that doesn't come cheap either. So a few scrappage schemes, and adjusting the emissions section over time would do the trick nicely. The government managed it a few years ago when they wanted to move metal because sales were down !

The Tories are already getting cold feet about the move to only new electric vehicles, which doesn't involve a single person having to sell their car. Given that they pushed for ULEZ and are now using it against Labour, the politics of introducing a nationwide scheme would be much, much more difficult.
