This year, my green bin charge is £64 for 25 collections (was free a few years back!). Having only a small amount of garden waste, I asked the council if it could introduce some sort of "Pay as you go" system. Perhaps a bar code on the bin that can be zapped then debited? A slightly higher charge would be OK to cover admin' costs.
A straight "No" was the answer, not even for consideration.

Council priority No.1 - Get re-elected.
Council priority No.2 - Increase tax, car park fees and everything else to cover wasteful expenditure.
