It’s in a frozen company account which Abramovich owns, but he can’t use it until sanctions are lifted. Even then we might legislate to take frozen funds to help Ukraine recovery.

Can any financial experts explain to me difference between Chelsea allegedly paying agents off the books and City allegedly paying Mancini off the books?
It seems to me one is apparently worth nothing more than a fine and the other, us, is fraud, gaining a sporting advantage and should face the harshest punishment possible, namely relegation and stripped titles.
Maybe I’m missing something?

Nothing conspirital about that, the only reason they didn't get the replay against Grimsby is because it would have been too embarrassing, no Europe again is gonna really start to hurt the cunts.
