Perhaps the decisions are not all presented in a simple binary way. eg. How on Earth did anyone decide to proceed on this evidence? Out of time. Clearly guilty. Evidence doesn’t meet the required level. Evidence from City is irrefutable. It may be that there is some wish to avoid any suggestion that that the decision to proceed with the case was made under pressure from the cartel.

I’ve wondered for sometime whether the delay may be partly due to issues City raised as part of its defence. I.e. evidence that the PL was put under undue pressure to bring a case against City, that the PL acted in bad faith etc. The APT case showed that there were some emails floating around that gave some insight into the agenda amongst the Red cartel. Who knows what the disclosure process through up but Khaldoon had previously hinted that City knew what was going on. All speculation but I remain hopeful that the dirty tricks at the PL may at least get partially exposed.
