Ok fair enough, you said he might be responsible. But either way it's not relevant. As you rightly said yourself, police don't make the law or prosecute. So whether or not the kid was responsible for the actions of the other person doesn't matter - the decisions the police officer made should be based only on what was happening in the circumstances in which the kid was shot. The other murders that happen in Chicago are also not relevant. They aren't carried out by representatives of the state who are supposed to protect citizens.less than a second to make that decision.
