I'm sure they don't want to upset the fans, but Kaka was a totally different situation involving some of the most bent fucks in the world of football, & politics.
Think about it. Imagine you are Inter (& Roma for that matter) you declare an interest in Jovetic (Dzeko) & you see that no other fucker is coming in with any firm interest as competition, it's just you. So in typical Italian fashion, you haggle like fuck to get an absolute cheapskate deal, but City are trying to get every penny out of you & proving a hard bargain. You are becoming resigned to the fact that you will have to pay up.
Then City sign DeBruyne for 40 odd million quid.
Now you know City have to sell a player. So you stick to your original offer, even walk away, & if Ciy don't accept, you come in with a slightly increased one, on transfer deadline day. Meanwhile, your mates at Roma are doing the same, with Dzeko. So City have two players & are desperate to sell at least one. Which means other transfer business is stuck.
