although it is R madrid, i wonder what the player's perception of city is... he may feel the city would be a more attractive club to join in many ways

Just because there is a release clause doesn't mean the player has to come, he's not a slave. It just means the parent club can't prevent him from negotiating a contract. Maybe he doesn't fancy England?
