It is just a statement by there owners that they can beat any other Arab states interference and indirectly the Americans .
but am puzzled about a player buying out a contract from the club and moving to somebody else that can not happen and the laws must have been broken

PSG or Qatar will somehow pay it to Neymar who will then buy out his contract. Only issue (but seemingly it's not an issue...) is that there should be a 20-40% tax in the case of activating a release clause in Spain.Even in today's world of mega rich players I would find it very difficult to believe that even Neymar after only a few seasons in Spain has amassed sufficient money to put nearly £200M down on the desk.

Why would they need to convince America?
They are one of the few countries still propping them up and have a huge airforce base in Qatar.
This isn't about getting one over Abu Dhabi or any other Arab state.
PSG tried last year to sign Neymar also.
Simply the case Neymar had his head turned and the rest is easy.
Same would go for us if it had been Messi
Paris are well within their rights, as should any club be if they can afford it.
Personally, I don't rate him half as highly as millions seem to, but he's a global brand and will stroll that league.
I think this is exactly what happened when Javi Martinez or Herrera went to their current clubs, so I'm not too sure that just because we are talking about a whole different scale, suddenly Barca can question anything. If they pay, they pay, and maybe years after UEFA can act accordingly.That's my point really. Barca are not exactly happy about the situation and would want to see the financial records of parties involved. What your suggesting would be sailing close to the wind in respect of acceptability if the rules say that a player has to buy themselves out of the contract.
