Bellingham and Gavi, would be my preference
 
Bellingham is obviously the priority, but as a "2nd CM" signing to cover Gundo id like someone like Mikel Merino, he's been excelling in Spain for years and reports suggest he'd cost around the £50mil range which is less than it'll cost to get Prem players like MacAllister, Caeido, Nunes, Neves etc. And he seems like a Pep player

Hope Chelsea haven't broken Portuguese football with the Enzo fee, there are usually a few good CM options in that league like Neves, Nunes, Vintinha, Bruno Fernández etc.

Some good CM players still there like Poti (more a KDB mould), Octavio, Florentino etc. That would cost a lot but not Prem money
 
Forsberg and Schlager for Leipzig would both be good, cheaper options if Ilkay is moving on... and if Foden is never going to get a shot there.
 
To replace Bernie and Gundo you need one player who is more of a ball possession oriented and another who is great near the opponent's box..

1) Bellingham and Barella 200m+
2) Maddison and Rice 150m+
3) Pellegrini and Bennacer 100m+
4) Elif Elmas And Dewsbury-Hall 75-100m

so there are a lot of options I guess...

I think we will have more problems to sign the decent Left Back...
